The fabric reminds me of silk shantung and has a beautiful sheen to it.  Wide collar with pleats, princess seaming on bodice & back, 3/4 sleeves, a pleated cummerbund with a peplum which makes it look like a 2 piece dress adorned with a huge sparkling multi-faceted "jewels" decoration.
